Washington-AP -- The A-C-L-U and three drug advocacy groups have won a legal battle over advertising that promotes marijuana.

A Washington federal judge has declared unconstitutional a law restricting transit-system ads that support the medical use or legalization of marijuana. The law cuts off more than three (b) billion dollars in federal funds to communities that allow such ads.

Federal Judge Paul Friedman says the statute is unconstitutional, because it violates free speech.

The American Civil Liberties Union and the other groups sued after Washington's Metro system refused to display ads they had submitted.

The government argued that the law is justified, because it serves to deter illegal drug use.
