Just sprinkle it over the surface of the soil and water it in
This that Roy mentions. It is called top dressing.

No need to sprinkle in the first couple of inches from the stem. But after those couple inches sprinkle all over, all the way to the edge of the canopy. That is where the greatest concentration of feeder roots is usually found.

The leaves contain all the goodies needed for flower
And the leaves are where photosynthesis is taking place. It is the photosynthesis that produces the sucrose/sugars that help feed the plant. And the extra sugars are stored in all those green leaves. The more green leaves the better.
