Medical Marijuana In Oregon: Policymakers Look To Address Problems With Program

The Oregonian's yearlong review of the Oregon Medical Marijuana Program revealed an array of concerns. Lawmakers and advocates are examining fixes, some of which may come before the 2013 Legislature. Here is what they are considering:

ISSUE: Dispensaries aren't included in the law, but the newspaper found many retail outlets, clubs and collectives where patients can pay for pot. Authorities have no idea how much marijuana or cash moves through these unregulated outlets.

POTENTIAL RESPONSE: A regulated supply system for medical marijuana.

ISSUE: Oregon granted nearly 600 medical marijuana cards to out-of-state residents from June 2010 through February this year.

POTENTIAL RESPONSE: Restrict eligibility to Oregon residents.

ISSUE: Black market trafficking of marijuana grown under the guise of the program is widespread. The state doesn't regulate or inspect marijuana grow sites of any size.

POTENTIAL RESPONSE: A statewide inspection system.

ISSUE: Law enforcement officials access the state registry of medical marijuana patients thousands of times each month, and patients worry the database is being used to snoop on them.

POTENTIAL RESPONSE: Require police to cite the nature of a criminal investigation each time they check the registry.

ISSUE: The law invests authority in parents to decide the dosage, frequency and manner of a child's marijuana consumption, troubling some pediatricians who say little is known about how the drug interacts with the developing body.

POTENTIAL RESPONSE: Require a pediatrician's approval for a child to participate in the program.

ISSUE: Nine doctors are responsible for more than half of the patients in the program. They assert "primary responsibility" for the care and treatment of thousands of patients each.

POTENTIAL RESPONSE: Require doctors to document how marijuana will aid each patient's condition.
