My PLant's leaves' ends are drying!

I don't know what to do!!!, i don't think i am over watering, and i am not underwatering, i have 3 others and they are fine, but the biggest one is having problems!!! I noticed this morning when i woke up! the end of the 2nd set of leaves are drying up!

I am using flourescents, 2 tubes: 1 is the plant tube, for red spectrum and the other is the daylight, for the blue spectrum, they are about 2 inches away from the light, and been this way for the whole time, should i move the light away an inch or two?

SOMEONE PLEASE HELP!!!

they are getting better!!! w00t!! I transplanted them and
they are now like 3 weeks old, nice and bushy!
4 in all, one of 'em is in a Hydro Bucket.

The hydro one is out growing all of 'em, but they are all
healthy...

this is my first grow! and i am hoping i get at least 2 females!!! especially the one in the hydro bucket...
The hydro one i am growing using organic nutrients, and the other ones are in good soil, and i am mixing miracle grow nutrient with water every 7 days... and regular watering every couple of days.
Any one have any professional advice?
I'll provide pics, if it is necessary.
