I'm building a grow room an looking for some advice first off it in an underground area and has a dirt floor I have put a layer of boxes on the ground and covered it with plastic to ensure that it stays dry I am putting a layer of boxes and plastic over that I have a fresh air entrance and a vent. I am going to puts somthing reflective on the walls.... Will this work

I don't see a problem with what you are describing. I would only have two concerns. The first would be the mold/mildew spores that might already be there. I'd have to research it a bit, because I don't like using chemicals around my plants, but I might try to spray the place down with a fungicide before you start out. My second concern would be that even with the polly on the floor you might have humidity issues. Concrete walls wick moisture as well unless they are sealed. Just make sure you have plenty of ventilation pulling through fresh air, and I think you'll be okay.
Just be careful with your electrical equipment working on a dirt floor. It's much easier to electrocute yourself if you contact a live wire. If you were in a house standing on the floor and came be in contact with a live wire, nothing would happen, unless you also came in contact with another wire or something metal that was grounded...key word here is grounded...working on a dirt floor you are almost always going to be grounded, so be careful. GFCI outlets will be a MUST!
I've heard of people growing directly in the ground in rooms with dirt floors. Might be cool to put down some raised beds, fill with some good soil, and run drip irrigation... almost makes me want to go buy an old house with a dirt floor basement!
Environment is the key, you can grow anywhere you can hang a light that has fresh air, and stable temps/humidity in the range required by our plants!
