New York: Ulster Pot Dispensary To Open

Come next week, the medical marijuana dispensary at 445 state Route 28 in the town of Ulster will be open to patients, according to officials at Etain, LLC.

The Katonah-based company won state approval in July to grow medical cannabis in Warren County and dispense in the town of Ulster, Albany, Schenectady and Yonkers.

By Wednesday, some of the final steps were being taken to make sure everything was up-to-code.

A fire inspection was scheduled, and town Building Inspector Kathryn Moniz said the certificate of occupancy is expected to be issued in the next few days.

Furniture for the lobby was arriving on Dec. 30, and the interior looked crisp,clean and ready for business.

"The Kingston facility is completely ready for business and will be open for patients next week," said Steve Stallmer, Etain's spokesperson.

"We have not yet decided hours or days of operation. There will definitely be a 'ramp up' as more patients are registered."

A crew of about 10 has been renovating the building formerly owned by Peckham Industries since mid-November, according to Sam Anderson, the on-site construction manager.

"It was about six weeks and was mainly interior and exterior finishes," he said. "We're ready to go."

Etain is run by Amy Peckham and her daughters, Hillary and Keeley.

Together, their mission is to improve "the quality of life for patients in New York State by providing access to the highest quality, pharmaceutical-grade medical marijuana treatments available," notes the website, etainhealth.com.

The family got into the business after Mrs. Peckham's mother, Frances Keeffe, (Granny Franny, as she was known to her grandchildren), was diagnosed with Lou Gehrig's disease in 2009.

New York lawmakers passed the Compassionate Care Act in the spring of 2014, joining 22 other states and the District of Columbia in legalizing medical marijuana.

According to Etain's website, patients must be certified through doctors who are registered with the State Department of Health.

Those with conditions like cancer, Parkinson's disease, multiple sclerosis, epilepsy and neuropathy may qualify.

While the Ulster dispensary is about to start serving patients, the marijuana growing operation in Orange County also is on the fast track toward completion.

PharmaCannis LLC of Oak Park, Illinois, was among five companies awarded a license by the state to run one cultivation center and four dispensaries.

It is setting up its grow shop in the town of Hamptonburgh.

Already, two 47,000-square-foot growing facilities have been built as well as a 25,000-square-foot operation center, according to Orange County Executive Steven Neuhaus.

The facility is expected to house a research-and-development laboratory as well as offices.

Even while construction continues at the site at Hudson Valley Crossing on Neelytown Road, the company already is growing marijuana in a secured area on its property, Neuhaus said.

"The town had issued them permission to have them in temporary greenhouses, so as soon as that whole facility is done, that speed to market will be that much quicker and you'll be helping people in need that much quicker," Neuhaus said.

PharmaCannis has invested more than $40 million into the project, the county executive said, and while he doesn't expect more than 50 jobs to be created at the onset, Neuhaus said that may change over time.

"This is a brand new industry in New York State, so everything is going to be touch and go in the beginning."

One of the real pluses for Orange County will be the additional tax revenues, Neuhaus said.

"There is a revenue sharing aspect to this. As PharmaCannis is successful, they have to share their revenues with New York State and Orange County. Anything that comes in is just going to be a bonus for Orange County and the taxpayers."

Overall, the facility is on track to open soon, though Neuhaus doesn't foresee that happening before February.

When it does, he said he expects it will be a highly heralded event, particularly for families affected by chronic medical conditions.

"It's the right thing to do for society," he said. "I know moms and dads in Orange County whose kids are suffering...and they deserve and need that type of relief.

"As a parent, I would do everything I could to make sure they had the right access to proper care, and that's what this does."
