Pennsylvania And 12 Other States Set To Vote On A Cannabis Policy

Reform initiatives in thirteen states, as a part of the upcoming presidential elections Nov. 6, face an important decision about the future of cannabis policy in the United States. For Pennsylvanians, voters will be deciding on whether or not to authorize medical marijuana use.

The Governor Raymond Shafer Compassionate Use Medical Marijuana Act was initiated by Sen. Daylin Leach under SB 1003 on Apr. 25, 2001 and Rep. Mark Cohen under HB 1653 on June 13, 2011. SB 1003 was referred to the Public Health and Welfare committee and HB 1653 was referred to House Health Committee. Both bills carried over to the 2012 legislative session and on Nov. 6, it will up to Pennsylvanians to decide if our state needs to introduce a medical marijuana act.

Pennsylvania is not alone in the necessity to set medical marijuana use policies. We are joined by voters in Arkansas, Missouri, Illinois, New York, Massachusetts and Ohio will vote on whether or not to authorize medical marijuana use. Pennsylvania, plus the aforementioned six states will be voting specifically as to whether or not legalize the use of marijuana for medical purposes.

Voters in Colorado, Washington and Oregon are set to vote on taxation and regulation initiatives in what, for all practical purposes, would decriminalize cannabis use in these states. And finally, New Hampshire, New Jersey and New Mexico are poised to liberalize decades old prohibitions on industrial hemp.

To clarify, hemp was legally grown with the United States until 1938 and was used to make paper, clothing, and rope. The same items that are now made from cotton. These voter initiatives, many of which are projected to pass, represent a dramatic change in U.S. policy on the cannabis use and regulation.

From a medical view, the passage of the Governor Raymond Shafer Compassionate Use Medical Marijuana Act could bring needed relief to persons suffering from glaucoma, multiple sclerosis and chemotherapy treatments. From an economic standpoint, the Act could generate tax revenue Pennsylvania, as the medical marijuana industry has quickly emerged into a multi-billion dollar industry.
