Seed germination issue

Never had a problem before but this round of seeds my buddy germinated (same way every time) 3 of 10 chemdog and 14 of 20 ak47s germinated and are doing well the others are just dormant. The ones that took off are fine and look the same so im not sure what would cause the others not to do anything??

There are a wide variety of factors that could cause the seeds to not germinate. They just may need a little more time to sprout or they are duds I place my seed directly into warm soil that was thoroughly watered with Ph adjusted h20 and Superthrive and placed on my stove. I get seeds above the soil within 72 hours and the random slowpokes are covered with Saran Wrap to keep up the humidity while under my T5's. I don't soak seeds or place them in bags because I get ripped and forget about them or wait too long and they start growing into the paper towels

What did the seeds look like? Were they healthy beans?
