Soil v. Hydro for vendor donation

I was "listening" to a conversation at a co-op between a vendor, and a co-op owner. the owner said 1500 a pound for soil and 4400 for hydro(white widow both, same grower, same sister clones, same grade 4lb.soil 2lb.hydro). Why such a huge difference? Is it market saturation from the summer crop coming in. I have always heard soil is better, but that is such a difference in "donation"*. Outdoor you deal with weather/pests/cops/theft(yea you deal with them indoors, but it is much more limited exposure on all grounds).
The grower was new to vending/ and growing. Was he being taken advantage of or is this the way it works.
