Massachusetts — Springfield officials have released an outline for how they plan to implement the state's new medical marijuana law. This plan includes a phased application and review process, which has already begun, and a tentative zoning ordinance which would prohibit the cultivation or sale of medical marijuana within a certain distance of a school, religious facility, library or other places minors frequent.

Springfield Mayor Domenic Sarno said he hopes to keep a healthy balance between giving patients the access they need, while also maintaining security in the community. "The city's internal review committee has developed this process to assure a fair, comprehensive, and open planning process," said Sarno.

Patients being treated for cancer, glaucoma, AIDS or HIV, or Hepatitis C, among other diseases, are eligible for treatment under the new plan. If the new law passes, a medical marijuana dispensary could open in the city as early as March 31st of 2014. So far, two groups have applied for a dispensary license in Springfield. The new law allows for up to five in each county.
