Strange growing?

Hey all! New to this forum but been at this for years. One of my little NL girls from feminized seed is growing strange and wanted to see if anyone has some advice for me. To eliminate the likely follow up questions, I know what I'm doing, just never seen this before. All others are doing perfect in the same cabinet/lights/nutes/etc.

She won't develop a large pair of leaves but she has thrown out 4 to 6 sets of tiny ones. At first I thought maybe it was too close to the light so I moved it further away, still no signs of normal development. The picture isn't great but hopefully good enough. About two weeks old here.

Any opinions or advice? Thanks!!!

You gotta upload photos onto the 420magazine site bro, no outside image hosting is allowed. Go to Gallery and upload your photos.

I take it these were from seed? Where did you get the seeds?

I moved the images to the gallery, thanks for the tip. It is from seed, from one of the well know reputable seedbanks that I have used dozens of times. I'm sure it could be as simple as bad seed and/or genetics. I just figured I would have seen this before if it was common and I haven't.
