Water mold mildew?

Outdoors. Its called "white" "CBG" strain but white on the leaves wont really rub off and the buds look like powdery mildew but everyone else says its just the strain. Thoughts?

The first picture just looks like trichomes, the second doesnt look good but I’m not sure what it is
