Cooltubes or LEDs?

Im looking to add 1200W to my room (20m3) and i have high temps already, a mini split is not an option, so im pretty much left to play with ventilation and CO2.
What will add less heat to the room, a couple DYI LED panels or a couple cooltubes (total 1200W)? Im not venting the heat directly outside, it goes through another room first.
Im running a room with 400HPS+600LED for flower and 250HPS for veg (inside a closet).
My current temperatures ventilating 15 mins every hour range from 26 to 28 ºC. I use CO2 enrichment 900-1500PPM.
Here is a little picture of part of the room:
There are over 10 different strains there, no training. The ones on the left are 19 days into flower, the ones on the right are 2 days into flower.
