The bud consists of both, the green part that we smoke, including the bracts, calyxes and leaves are vegetables (more accurately herbs), and the seeds are the fruit, marijuana seeds are classified as achenes, so are the seeds on strawberry’s.

They're clusters of pistillate flowers (with the odd piece of leaf), so... no.
