Cops had a small raid, got this one person on this charge and I had never heard of it or knew what the hell it meant.

A deliberate illegal act involving 2 or more people to manufacture or deliver cannabis.

It would help to know what State or if this is in Canada.

I would think like any Conspiracy charge the State will have to prove a conspiracy e.g. an agreement between two or more persons to break the law at some time in the future, and in some cases, with at least one overt act in furtherance of that agreement.
I myself have never heard of Cannabis conspiracy but am never amazed at new charges.
