Hello I am from the London area growing outdoors. All depends on the strain. You should naturally start flowering come early august. Mine have been flowering for a couple weeks now except 1 of them. Should be done by end of september early october!

I see a little white hair in there so that would tel me they are beginning to flower, I would assume that yes they are stretching!
