It depends on your medium. If you are growing in soil, you shouldn't be feeding your seedlings much of anything. You will burn them. Also, how often are you watering? You want to let them dry out a bit between to let your root ball form.

Don't water on a set schedule unless you are familiar with your plants' needs. Water when they need it. You are better off slightly under-watering than you are over-watering. No nute's for babies.
You can switch to any light at any time as long as you control the heat. I usually germinate and veg under T-5s. I go from solo cups to 1 gal pots. once they are well established in the pots, I move to the serious lights and then up-pot into their final home.
