Mogul base - CFL lighting problem

Hello every one , I'm having a problem and I've search around a ton but could not seem to find an answer..
So basically I went out and bought two lights ,
They are both 65 watt cfl mogul base ..
I ordered a Edison to mogul base converter
However when I hook everything up the light doesn't turn on..
I have also tried to use the light on my ceiling fan with no luck ...

Heavy duty , big lamp

It says to use a 65watt lamp .

I've tested on a 250v (ceiling fan)
And a 300v (heavy duty lamp)

Any help is well appreciated!
 
Just a stab in the dark, but the package says the bulb doesn't have a ballast, and is a replacement bulb only. Tie that in with everything else on the label and I'm thinking it has to be in a fixture that has the ballast built in, and the bulbs are like fluorescent tubes where the ballast is in the fixture.

Ohhh okay thank you , that sounds like a reasonable answer !
It makes sense because the package says not to use with direct current (DC)
I'll look into the ballast , thanks again !

Hope that solves things. You could also get the cfls that just screw in to the normal sockets. Wishing you the best whatever way you go :)
