I know we're all stoned here but I think you got your lights mixed up...
You use MH lights for the vegetative stage and HPS for the budding/blooming stage.
My rule of thumb is I start flowering when the plant is half the height I want the full plant to be. Generally this works out and the plant will be twice as tall as when you started budding. Sometimes and especially if you are growing multiple strains they will all have different heights and it gets hard to regulate.
