What do you guys think of these T5 LED's? Might be an inexpensive option if bought fixture and bulbs separate. Cheap fixture for $30, 4 bulbs for $65.

T5 Led Lights - LED Grow Lights

Hyperikon T5 LED Light Tube, 3.75 FT (45.25 Inches), 22W (54W equivalent), 5000K (Crystal White Glow), 100-277V, High Output, Dual-End Powered, Frosted, DLC qualified and UL-Listed - (Pack of 4)

I like DIY and saving $$$, but these are more expensive than just buying an LED panel pre-built, ready to use, with warranty, from a sponsor.

Alright. What led's would you recommend? Under 100$ for a small veg area

Mars Hydro. They start at about $65 USD.
IMO, it doesn't matter what make, model, or light source you choose, still shoot for about 50 true watts per square-foot of grow area. You could probably reduce that power a little if used ONLY for veg. For example, a MH-300 is about 135 watts. It provides good coverage for no more than 1.5' x 2' area in bloom (one plant). For veg it might cover 2' x 2.5' at most.
