Deputies seized 2,700 pounds of the drug Friday and say the marijuana had a street value of 3 million dollars.
Sheriff Joe Arpaio says the 22-year-old suspect was under surveillance and pulled over for a traffic violation in Rainbow Valley, which is about 40 miles outside of Phoenix.
Deputies say the male suspect is an illegal immigrant.
Arpaio says the shipment could have been part of a large-scale international drug ring.
The sheriff's office later raided what was believed was a stash house in the area and three weapons were confiscated.
