Background Checks

High to all!
I have a question concerning Illinois new MMJ laws about to come into effect.
According to what I have read about the process of getting registered as a mmj patient in Il. once the Gov. signs HB1 into effect, the state is planning on doing background checks on every applicant. What will be the things that will disqualify someone from getting their registration card?
I have looked high and low for this info. If anyone here could shed some light on this I would GREATLY appretiate it.

WOW! That's awesome! Thank You very much. That's the whole ball of wax.
Unfortunatly, I'm not very good at understanding or maybe retaining the info from such long documents.
I suppose it may be easier to just go ahead and say, I have Several felonies from other states than Illinois. None are violent, but there have been convictions concerning hard drugs. This has been several years back, and I AM currently a legal resident of Az. because I hold an Az. mmj card. I'm able to go to another state north of us to pick up my meds. which AGAIN is illegal, but if I could get an Il. mmj card I would just transfer my residency to Il. also, simplifying EVERYTHING.
