clones from stunted plant

hi peeps, im having some troubles and was wondering if someone could please tell me if clones taken from a stunted plant can make the clones them selves stunted in some way or another I.E. bud size or overall plant growth of the clone!!!

Only if the stunting is a genetic problem, or if whatever other issues that caused it continue
