First grow starting to worry me! Help!

Planted from a seed in Feb this year and has grow really tall and won't flower. It has the hair like pistils to show its gender but has just been getting taller. I've had to tie it down from around 2/3rds of its total height to stop it growing into my light. I'll post pics of everything with this post, would really appreciate a lil advice ..

Also I've had it on 15/9 for around 2 weeks because I only have a single 45w light panel and was wondering whether or not that would have had effect aswell?

In order to flower it you have to put it in to 12/12 but the plant is gonna grow twice it's height.

As the above user said you need to change the light 12/12 otherwise the plant will keep growing .As soon as you switch to 12/12 the plant will start flowering .
