Florida: Senator Submits Bill to Legalize Recreational Marijuana

Amid a long-running debate about legalizing medical marijuana, South Florida Senator Dwight Bullard wants to go a step further and allow the recreational use of pot.

Sen. Dwight Bullard, D-Miami, filed a detailed proposal on Monday that would allow people age 21 and older to possess up to 2.5 ounces of marijuana for personal use and to cultivate up to six marijuana plants.

The 50-page bill also would provide details about issues such as the sales and taxing of marijuana.

Bullard also filed a recreational-marijuana bill last year that never received a committee hearing.

A summary of the bill:

"Ten percent of the revenues derived from retail tobacco products dealer permit fees collected under s. 569.003 shall be transferred to the Department of Education to provide for teacher training and for research and evaluation to reduce and prevent the use of tobacco products by children."

"Until January 1, 2024, an amount equal to 5 percent of the revenues received by the division during the previous month pursuant to the tax imposed by s. 566.012 shall be transferred to the Department of Health to be used to provide grants for the purpose of producing peer-reviewed research on marijuana's beneficial uses and safety."

"Except as otherwise expressly provided in this act, this act shall take effect July 1, 2016."


So in addition to this bill allowing the cultivation of cannabis and ending prohibition of its use, it would allow further research that details cannabis' health benefits, and educate children on the prevention of tobacco use, among other provisions.

It's apparent that the bill submitted by the Senator, goes into fine detail about the many aspects of the legalization of marijuana and the rules which would be needed to set should this bill pass beyond the legislative committee and senate.

It's likely that this bill won't get to the legislative committee, especially without supporters of this bills.
The best chance for this to move forward, is to have as many Florida residents contact your State senator and tell them you support this bill SB 1176.

Hat's off to Senator Bullard but, knowing the morons that infest the FL state government, this bill has as much of a chance to get a hearing as the state has of remaining above the rising seas. At least once the oceans reclaim Tallahassee we can elect dolphins to the state house and greatly raise the intelligence level. And even if they turn out to be corrupt too, they'll only be looking to be slipped an extra fish on the side.

Given the travesty of the way the legislators have bungled the roll-out of the non-psychoactive Charlotte's Web law, they will never allow actual THC-containing devil's weed to gain legitimacy regardless of the patients' needs or the citizens' clear desires.

Marijuana certainly does cause brain damage but not to the users; it only causes dementia in the lawmakers and sheriffs who remain locked in the grip of reefer madness. They are firmly convinced in their addled minds that they are protecting the public by jailing the citizens and denying promising therapies to the elderly and infirm, while they are actually responsible for protecting the profits of the black market and ruining peoples' lives. Shame on all of them (except Senator Bullard). There will probably be no change to their strict prohibitionist ways until they all pass on and then spend eternity trying to convince their maker that he was wrong to put such an evil plant on this earth. It's not called Floriduh for nothing.

Regardless, we should strongly support Senator Bullard and all other brave and thoughtful legislators across the country in their attempts to end the injustice and provide true compassion to their constituents. The tide is turning, just more slowly in some areas but history will show that they are on the right side of this issue.
