The ballast and the light comes on. After about 15 min the light goes out. I still hear the ballast running. I unplug it and plug it back in and it lights up again for another 15 min

what ballast you have, if it's a digital one you're fucked, if magnetic, easy fix

digital. I do have a warranty. I just wanted to be sure its the ballast.

did you try a another bulb?

bet your ballast microprocesser has gone, It's doing it's soft start then not going onto normal monitored current. the magnetic ones are heavy, hot and noisy but they last forever.
