^^what Mr. Am4zin said! That was the same thing that I was thinking. To explain further, the plant has stored energy with-in itself. It's not getting the nutrients that it needs to produce buds. It's pulling what it needs from the leaves to produce buds. That's all I got for ya with limited info. What kind of soil are you useing?
