Help Plants Wont Grow

Ok so I have two little babies but the problem is they just won't grow a second set of leaves. They seem to be stuck on their first initial set from when they first pop through the soil. They have been stuck like this for ten days. I have a 1600 lumen, 23w, 6500k bulb on each plant. What do I do?

do they have good drainage? how wet is the soil? make sure not to water them to much..What kind of soil are you using?

There are five drainage holes on each of the pots they are in. The soil I have is called Organic Choice by Miracle Grow. It's a .10-.05-.05 mix. As far as watering goes I'm just making sure the surface stays moist.

Not enough light and time release nutes in the soil.

i had my plants stall, since its still winter i had to warm up my grow area, maybe check temp of grow area, hope this helps,
