My plants leaves are browning and slowly dieing

I have a grow room in my attic iam using a 1000 watt bulb and and a basic hydro system. All the nuetrients are correct and venthilation is good. The plant is about 4 weeks old. The leaves are browning and the bottom of the stem has white bumps growing on it. iwas thinking it was fungus. This is my first successful time growing and i need all the help i can get!

how far away is the plant from the light.. a 1000 watt bulb could burn it if its too close
