No growth in 3 weeks

Its been about three weeks or so since this plant has grown. The stem has become stronger, but the leaves arent growing. This plant has been thru quite a bit. I started with HPS light and switched to cfl then moved her to another location and she almost died. I put her back, switched to cfl and now she fine but no growth. One of the cfl fell on her and stayed like that for a while. the bottom leaves got dried up and turned yellow with curved tips. I cut those leaves off and left the green top one. She has been like this for 3 weeks now. Whats wrong? Can the growth really be stunt for 3 weeks?

ehh....yes, looks that way dude. Ya don't take care of your plants ..stuff happens . The leaves may curl or even die off. AND they may even refuse to grow for awhile. I'm not a pro but that would be my guess. My advice? Scan the posts past and present and I'm sure you will gain some knowledge of growing cannabis.
