Seedlings

What kind of seedlings? Auto or photo-periods.
If it's an auto it could start flowering in a week and they need a bit stronger light sooner.
Usually when someone says "a small fluorescent light" then they're talking about a light that's not putting out enough light and the seedlings will be tall and lanky.
I'd do lights at 20/4, and get more than a small light.
A picture wouldn't hurt.

Yikes.
Well something ain't right, at 2 weeks they should be about 10x that size.
If those are autoflowers just yank them and start over.
If photo-periods you might can save them.
If that is coco you should have been feeding them from day one.
If its soil like a Fox Farms then I dunno, I cant really see the leaves and what shape they're in.
what little I can see doesn't look too good though.

maybe list everything you're doing.
type of soil
watering schedule
what kind of seeds, photo/auto
type of bulb in the light
do you have a real grow light if they survive and get bigger because that ain't going to cut it.

I am sure someone will recognize what it might be and chime in.
need more of a close up though.
 
They need stronger light and good food.
Can see the centers are turning yellow/lime green.
Do you have better lights to use?
Do you have cannabis nutrients?
What kind of soil are you using?
Are the seeds "autos" or "photos"?
We need a list of info from you to help, provided that you do what's recommended from everone.
 
Still green cotyledons are where seedlings get their food from until they start growing true leaves and bigger roots.

So something is up with the lighting or the roots?? Could be the water and did you rinse the clay balls first before using them for a growing medium?
