Should i transplant?

At the bottom of the pots at the holes where water drains out, the roots are coming through and laying in the saucer, im using coco coir with clay pebbles under neath the soil.

Should i transplant or, remove the clay pebbles and top up with a bit more coco, im using 3 gallon pots, But iv also seen people use 3 gallon for the full grow ?

they say you should have 1 gallon of container for every month the plant is alive. all depends on how tall you want your plant to grow

Its only 2 weeks old, and yeah i heard a gallon for every month, i'v seen people using 3 gallon all way through but dont know why they come through
