This doesn't seem right

I'm going to post 3 pictures of a feminized Blue Dream that popped its shell on the first of May. Now, please don't be too harsh this is my first time. I've had her under a 300 viperspectrea at 14 inches. I know it says 18 inches but the PAR reading was only 200. It seems like she is far behind where she should be. Any ideas??
