What Is The Best System?

Hey everyone this is the question we all want to know, so I figure why not ask the community.
What is the best and highest yielding system the I can use for my room? I know this is a detailed question but just imagine this is what you have to start with. What would be the best choice? The goal is high grade medicine grown with the best possible system.

- Room size- 10 x 11 8"
- Lighting- 2 1000 watts
- 2 air cooled hoods
- 20 lb co2 tank and reg no meter

This is the base point of the project. Thanks guys I look forward to hearing all the ideas out there.
 
About the Lamps:

2X1000W (2000W) with 260000Lumen total equals: 130Lumen/W
3X600W=1800W with 270000Lumen total equals: 150Lumen/W
4X600W (2400W) with 360000Lumen total equals: 150Lumen/W


So for just 400W more you get 100000Lumen more plus 13% better Lumen/W ratio. I know it means 2 extra ballasts, 2 extra reflectors and 2 extra bulbs but its definately worth it. Forget 1000W Lamps.... they suck compared to 600W.
