What is wrong with my girls?

I have some lemon Koosh outdoors in nor cal. They are planted in fox farm black gold or happy frog. My buds look good lots of white hair but I'm getting broun clumps on my buds that just fall off at the slightest touch. Anyone know what's wrong?

Also i read in a different thread that a milk mix can be used as a fungaside is that effective? any help with remedying this disaster would be appreciated. thanks.

Dofo bud rot I'm afraid not sure what kind I'm sure someone will know cut off all infected areas and hope for the best
