Any plant can make cannabis oil.
Maybe your asking about high CBD strains ?
Rick Simpson I think just has a particular method of extraction but I could be wrong.

Angel,
You will need feminized seeds and as Advocate says you can use any seed for the oils, some seem better then others but they all will give oils. I'd suggest you go check out some of the sponsors this site has for seeds. most if not all them sites will have sections for seeds with CBD's. I know they are sponsors but I dont know if I can discuss them without breaking any rules lol. If an admin gets on and says I can give recommendations on these sites I will post some. When I do its not to tell you to use a ceertain seed, it will be about my experience of shipment and ease ability of their sites to find what you need.

I just started some Blueberry Headband CBD just for this purpose. Alas, it won't be ready for harvest till late July, but if all goes well, I will make some alcohol based tincture and some RSO too. There isn't as wide of a selection of CBD heavy strains out there in the wild, but most of the larger vendors should have at least a few, like CD1 or Cannatonic.
