I really do not know the answer to that but seems like it does diminish the quality so my guess it would effect the overall high. It does effect the top buds on your plant and the way I see it the top buds are usually the best in my opinion. It can stunt your plant also, any way you look at it bleaching is not a good thing. That is why I bought a hydrofarm digital light meter so I can measure the lumes. I have had bleaching twice and my overall temp was ideal, it was just the lumes were over 10k in the area of bleaching. I try and keep my lumes in the 7-8k range, under 2k growth slows and around 5k from what I have learned is right on the money for good growth. I don't know why HID lights cause that since the sun provides much more without bleaching.
