Would it be helpful in production of CO2 to place pruning clippings in the soil,like mulch?

Theoretically, yeah, I guess so. You'd essentially be composting right in your soil. If you kept it well aerated and provided the right nutrients for the composting bacteria, the decaying clippings would make some CO2.

Practically, however, it seems like a less-than-great idea on a bunch of levels. For one, just keeping a hamster in your grow room or burning a candle would make more CO2 than your clippings.

CO2 augmentation is probably one of the last enhancements to your grow that you should consider--something you do only after you have just about everything else perfected. I would suggest getting your lighting, nutrients, temperature, humidity, strain selection, etc. etc. perfected over multiple grows. Then if you're looking to make the final tweaks, think about CO2. (And just adding CO2 from a tank is probably easiest and most effective.)
