I agree with the cool tube idea. I ran a 400 in a very similar space 28"w X 22"l X 32"h I was able to keep the temps down just fine. I put a fan in line with the tube to help keep it extra cool.

Depends on what you mean by rooted clones. Are we talking roots just showing out of the cut, or rooted in the size container you are finishing in? Not all seeds do well in straight 12/12. It's highly dependent on the strain. I have a few strains that if i ran straight 12/12 i would expect 4-6...
