Is it time to up-pot?

Those are feminized non-Auto Somango, Northern Lights etc.

This time I want to maximize growth by up-potting at the right time.

Is it time to up-pot? The next bigger pot to the right, even bigger one (white pot) to the right as well.

(Note that I topped the plants some weeks ago, so normally they would be even taller)

(They're root-bound, alright, but isn't "common sense" that only when they're root-bound they actually GROW, otherwise they spend energy growing roots? This is why I am asking)

IMO, transplant to the (front) orange pot. Transplant again to the white pot when the plant/pot size ratio becomes the same again as it is now.
It's all about the roots. The roots grow the plant. Bigger roots- bigger plant. Stunted roots- stunted plant. During flowering the expansion slows and the established system puts its energy into growing buds.
 
I would transplant it into orange pot too. I think also when plant is too tall it is not good because bottom leaves won't catch the lights.
