Is this even normal?

QUESTION:
Is this a normal size for a week old plant given its strain and all? I've seen other plants this old a ton bigger with much more leaves. I'm doing my best to take care of her, is it something I am doing or is this really normal? And should I be running the lights on 24/7 or 18/6? there on 24/7 is this stunting growth?

One week since she popped? Mebe she's just a slow starter. Relax, take a toke and give her a week and I'm sure all will be good....
