if it's not a fungus for sure then it looks like phosphorous deficiency-type colouration, which is fairly unique. Look into your feeding regime as to whether that could really be possible first before addressing issue under this assumption. Thats all I got for you, sorry.

plant in ground with only 2 fert water applied.. maybe dont think so..

Could also be Tobacco Mosaic Virus. Can't tell by picture how far you are into budding But if you had a big rain event probably rot
