I used Canna Coco nutrition for a good while because I thought Biobizz Light Mix was coco, so now I have switched to Biobizz Bloom (the plants are in bloom) and I used the recommended amount (4ml per liter) and still had EC 1.2 and with Canna Coco I was feeding EC 1.8... I didn't want to go all the way up to 1.8 just because it seemed way too much... Should EC be lower on Biobizz?

Follow the instructions on the schedule.
The ec will be what ever it works out to.
No need to measure in soil.
But if it's soil you should feed/ dry/ water/ dry/ feed/ dry/ water......
Water every other time.

Do I need to water in between feeds

If your in soil yes.
Feed, dry , water, dry, feed, dry water, dry etc...........
Full strength nutrients.
And let it dry well, really dry in veg.
It's important in soil.
Plus those meters your using are notorious unreliable.
Lift the pot when you water it.
Let it dry keep lifting.
When it's light feed again.
