Curious George

I've noticed a recurring problem that seems to reveal itself within the last 2 or 3 weeks of flowering stage of hydroponic marijuana.
At the top of the buds, there seems to be new bud growth that resembles fingers splitting off and stretching outward/upward from the main bud site. The leaves on these buds are often smoother in texture to that of those on the lower/main bud sites and crystal production is minimal.
Although I've not noticed anything about this growth that seems to hinder the rest of the plant, I'm curious as to what causes it and if there are problems that stem from this that I'm unaware of.
The problem doesn't strike all of the plants in the garden, and often seems more random than anything, but has often afflicted most strains I've seen produced indoors before. I've seen it on about every strain except for skunk.
Anyone else seen this before?
