I believe you would need to contact the breeder rather than the seedbank. Check the seedbanks faq/contact page to see if there's any mention of failed germination, but I don't think they'd do anything unless it was an error on their end(crushed seeds or something).
 
How do I complain about a 5 pack of seeds that did not pop?
I have purchased seeds from the vendor 3-4 times never a problem with the paid for seeds. thanx in advance

The breeder will be much more willing and able to help you. Here's what I found on a certain breeders disclaimer notes:
"----------- Seeds has provided a satisfaction garuantee on all her products for more than 14 years and will continue with that policy. Please try to document your results and maintain good contact with us during your projects and we shall do the same.

Please note: all replacement seeds have to be channeled through our English distributors so please allow 1 month for returns. "
