I have 4 plants they are not uniformally ready to cut. the buds near the top are ready but not further down the plant.

Is it ok to just cut the buds off at the top of the plant or do I wait till the whole plant is ready?

You can harvest just the tops and lower your lights to accommodate the new found space between your tops and lights. I know a few here have mentioned they have done this in the past. I have only done it on my outdoor grow and had no issues. I am presently on my 1st indoor grow since the mid 80's and back then I was more concerned about getting busted then about quality.

It's good idea to cut top buds and other leave for a bit growing.

Yes, be sure to tape up any wounds so that she doesn't bleed out.
