Do these white hairs mean my plant is starting to flower?

I planted it since november but it hasn't grown much since i kept it in a small pot and kinda stopped taking care of it for a while, but now i passed it to a larger pot and i noticed these white hair thingies growing on top, does this mean its starting to flower?

If they're real pistils, then it's just showing sex because it's now mature.

I'm growing an OGK strain that has white pistols all over while under 24hr light. As PM mentioned, it's a sign that your plant is mature.
