First timer in desperate need of advice

I have 2 plants that are about 2 weeks old. They are about 4 inches tall, and are being grown in a miracle potting soild mix and sand and perlite. I originally had 3 plants but I ahve been using a cheap 40watt agro light and one of them grew too tall and toppled and died. I just got a 400 wat metal halide and the remaining two plants are under it now. The leaves look a little too yellow, and one of the plants leaves seem to be shriveling. If anyone can give me some adivce or info I would appreciate it.

Not enough water and maybe to much light? How far above are the lights to the plants?

My 400 watt halide is a little over 4 feet over the plants. I am not good at deciding when to water it also. Thanks
