Hoods and cfl's?

Does anyone use those cheap metalic hoods for their CFL's, and does anyone know if their usefull or not? I have been using them in my space (3'x4'x6'), which is reflectivly lined well. It occured to me that it might not be helping at all. I don't own a light meter, and am probably not getting one for a bit. So I decided to see if there was a best practice among the users. . . it would def help focus the light downward and your plants need all the light they can get.
