Lightbulb Novice attempt @ led/cfl help wanted

So I started a few seeds of Ak47 two weeks ago. Now only three have survived and I think the growth has been stunted. They are in peat moss and perlite, and under a 14 watt led board or 4 6500k cfls. They are all growing slow, but two only have the first embryo leaves.
I would really appreciate help from you pros out there.

Could the yellow spots mean Nitrogen deficiency already at 2 weeks?
